I assume standard geometry and no addendum modification. The difference in profile between 12 and 13 teeth is approx. .23 mm, while 11 to 12 teeth is .26 mm. The cutter is probably made in the mid way between 12 and 13 teeth, so with 11 teeth you'd be looking at approx. .38 mm deviation. Seems to be too much, unless one of the members is run soft, there will be some time for the gears to wear in under light load and noise would not be an issue.
