The caliper will slip when you try to measure one tooth, so you need a special caliper in which you can set the measuring height. The measurment is usually taken on the pitch circle. It's then called chord thickness check. The problem with it is that you place the shoe on the OD, so the result differs with the OD tolerance, so it's not very accurate. They use it more for straight bevels.
