Profile shifting gears for a set shaft distance

I have to make 2 gears that will be mounted on shafts that are 5.040" distance apart. These gears will be 6dp with a 25 degree pressure angle and the tooth count on the gears will be 29 and 32. The normal center distance would 5.083 so would you normally profile shift both gears or just one? Which way would be stronger?
