I use for all types of gears, the 18NCD5 ,
The penetration rate of hardening, the module is 0.20%
dp6 = 25,4/6= mod.4,23 4,23*0,20=0.86 mm
0,86 mm is the depth of cementation = 0,86/25,4=0,033 dp
the hardness of cement should be around 60 hrc,
very important heat treatment and tempering for Stretching.
If these two gears are for tractor and trailer pulling ,
and are mounted in the gearbox of the trailer, the transmission ratio is definitely wrong,
if so answer that helps you calculate the exact ratio.
