From ANSI/AGMA 2000:A88 - Gear Classification and Inspection Handbook for Unassembled Spur and Helical Gears designates the following:

Q8 is the tooth quality tolerances
CH is Alloy Steel - Case Hardened
13 is 55HRC minimum surface hardness
