Mike, some materials like Nitronic 60 are essentially, unshapable, and I have thousands of dollars in ruined, brand new, TiN coated cutters to prove it.
Where you have tearing, trying to go back and take a light, finish cut will only deflect the cutter, work harden the tooth surface, and destroy the cutter within seconds.
I routinely shape other materials at HRC 36, and on rare occasion, HRC 42ish. Everything must be addressed, Work holding and cutter spindle must be dead solid. No discernable play in the cutter spindle bushing to allow vibration. Work with Gleason for optimum cutter materials with coating being key to success.
