Maybe a Mikron hob for the 18T? Or shaper for external 18T.
Maybe you can tell us more; what is material, Face Widths, bore size (if any) or shaft? Quantities will make a difference in how you might want to proceed.
It may be possible to make bar of 18T 120P material and machine it into individual pieces if it has integral shaft.
