I really think you need to feed with the rotation of the part or it will just mill it off.
I would have thoght that feeding tangentially would produce an involute form. Maybe you could take the results you get and modify the cutter accordingly. How about a gang of 3 fly cutters spaced apart at the correct circular pitch?
