Of course sliding occurs on intersecting axes. As for spur gears.
The only point where there is no relative sliding between pinion and gear is the pitch cone (or pitch diameter for parallel axis gears).
At the pitch, there is only rolling velocity.
Depending on geometry, sliding velocity may be increased at the tip or root zone, and at high speed, may become a problem.
