This sounds similar to a harmonic drive, where the ratio of input/output shaft speed is (G2-G1)/G1 where G1 is the smaller and G2 is the larger number of teeth. Could your "splined" members be part of a high ratio speed reducer? If so, the inside 72T member would orbit around the eccentric input shaft without rotating, thus displacing the output member by 2 teeth on each orbit. This would produce a 36:1 speed reduction to an output shaft coupled to the 74T member.
