Minor diameter or root diameter is directly related to the outside diameter, plus whole depth of the cut, plus backlash desired. This is a reference dimension and not a tolerence on spur gears or helicals. However if your customer is seeking a minor fit spline, then the minor dimension is critical. Information on splines, spurs, helicals,etc, can be found in Browns Book of Gears.
