I don't know where you can get this standard in English (I'm surprised you can't find it) but the "actual" dimensions are what you use for machining and measurements. "Effective" dimensions are the theoretical dimensions assuming there are no machining & profile inaccuracies between the mating members.
If you can get hold of another DIN spline standard such as DIN5480, which is very common, you'll find that the explanations in it will be similar to DIN5481.
