Just some ideas:
Braze a fly cutter with correct profile and diameter into slotted end of drill rod (may have to use carbide for this - heat would ruin HSS), then sleeve the drill rod for stiffness with larger diameter up to where the sleeve doesn't interfere with the gear teeth.

If the drill rod can be large enough to accept a set screw in the end, you can mount the fly cutter that way without brazing. Drill a cross hole for the cutter, then drill and tap end for SS. Or, drill cross hole small enough so that you can press the fly cutter into the hole to hold it in place. HSS would be less brittle and more forgiving than carbide.

Or, stamp the gear face in a punch press using a punch tool ground to shape of slot?
