The first thing, that you do not mention is the quality class of your gears: precision and roughness is the first item.
As you have noise also under no load, I think that you have gears with a quality lower than what is required for this speed.
Than I advise you proper topological corrections,
but for this is required an heavy study of the problem, looking at teeth proportion, and so on.
A good "K" profile is useful for this kind of problem.
