Step at root of bevel gear tooth

Would like to know: 1) if anyone has come up with an inspection "standard" which governs acceptability of the "step" (at root) which is often generated by a roughing followed by finishing process.
2)how one might account for such a "step" when evaluating gear tooth strength.
