Double Enveloping Worms

Can a Double Enveloping Worm be used on a Worm Wheel that was cut with a conventional hob? I.E - would the worm and wheel have to be made as a set?
The only reason I am even considering a Double Enveloping Worm is to cut periodic error at the source.
