There are quite a few reasons for flats here are some of them,but bear in mind that i am used to a gleason No7A.
1/ To much backlash in index and ratio roll gears.
2/ If using inserted blades in cutter there is a high blade there somewhere.Remidy,re-true cutter.
3/ Workholding not rigid enough
4/ If using helical motion ,not enough or no spring tension between cam & follower
5/ cutter to running concentric
6/ Cutting phosphose bronze
7/ cutting speed to slow
8/ feed to fast
9/ cutter rake angles ground incorrectly
