Worm hobs are ground to the correct lead so you set the hob angle to zero. Since you have the mating part you verify the perpendicularity of the shaft angles on a gear tester by meshing them together and indicating the ends of the shaft or bore. Vernier scales are not acurate enough for final mesh.
