I know there is a formula in the B.C. or Sykes manual but I don't have it. What they mean is if there is cutter interferance, you move the work away from the side of the affected tooth. I have never had to do this. I think the likelyhood is when you have a larger gear and cutter. As the cutter is on the up stroke it rubs the flank of the tooth on one side. With newer cutters it is more likely because of the oversize condition of the cutter P.D. The combo you mention would use "0" offset.
