The hard part would be the cutter. Since you wouldn't be generating a tooth the cutter would have to have the exact involute curve. Since the A axis is in thousandths of a degree you will have to calculate the lead into degrees of rotation. The X A move would be an incremental sub routine. Index A=360/number of teeth. L= number of teeth. Good luck with all that.
