Have you tried "blueing" the teeth? After applying a blueing dye, assemble in bearing housing, rotate a few times, then carefully disassemble and inspect tooth profiles for shiny contact surfaces. This should at least show you both interference and rubbing contact which are likely at fault. You might want to post your findings here.
I think the tooth design can be modified to eliminate the problem, but I won't be much help there. Perhaps someone with a similar experience can offer advice.
