rookie question about gear shaping

I am trying to understand some of the principles behind gear shapers. One problem I am having is with the gear trains that are used to set up the rotating relationship between the gear cutter and the blank. How are these ratios figured? Am I right in assuming that you have to have a ratio that is the equivalent of having the cutter and blank in mesh? That is, if I had a 40 tooth cutter and a 90 tooth blank would I set up a gear train the equivalent of 2.25 to one, or are there other factors involved? I am not overly interested in the fine print of any particular model, just in how the concept works. My thanks for any help you can offer.
