Synthetic Oil for Barber Colman 16-16 hobbers??

We are using Barber Colman 16-16 'verticycle' gear hobbers (made in 1981) to cut worm gears. Currently we are using Castrol ILOCut 534 cutting oil.

Does anyone know if it is possible to use water-soluble cutting oil, or any synthetic oil, to replace the ILOCut 534?

We would like to (a) transfer heat more quickly from the workpiece; (b) reduce cost.

I would welcome your advice. Thanks!
