I'm not 100% sure what the vernier is, but if I'm right then it can't be used on a hub.

I made 3 pin measurements:
O1,9 : 38,39 mm
O2,1 : 37,77 mm
O2,2 : 37,47 mm

I checked the DIN 5480 standard and found:
O1,9 : 38,32 mm
O2,1 : 37,72 mm
O2,2 : 37,42 mm

This corresponds to 0,03 clearance on tooth's thickness, which is likely to be true.
