B&S made a Gear Cutter that used involute form cutters and it cuts one tooth at a time. It indexes from tooth to tooth in each cutting cycle.

I'm just not aware of a B&S hobber. Hobbers use a worm-like hob cutter with rows of teeth (and gashes) which runs "in mesh" with the gear it's cutting. Once it travels through the blank, the entire set of teeth are cut.
