mount a dial indicator to measure one gear's rotation at the O.D. while the other is held stationary. Move the free gear back and forth to measure the backlash.

Or, the easy way is to use a feeler gage between two teeth and mesh gears together at those teeth without backlash. Remove the feeler gage. If you don't have a feeler gage, use mics to measure various pieces of paper to get something close to .003.
