There are many sources of noise. It could be they are cut with manufacturing errors e.g profile error, lead error etc. If you need a real quiet gear, these errors should be controlled.

Since grinding is not an option, of course honing as someone mentioned would be helpful.

How is the contact ratio? when gears are designed with contact ratio exactly 2.0, they seem to have the lowest possible noise level.

Working for gear industry, I can understand some of your concerns. If you have gear data, send them to me I will be happy to take a look at it.
