the inside diameters usually close up after heat treatment. You will have to resize holes after heat treating. We usually Hone the holes to size after heat treatment. You could try to make the hole larger before heat treating to compensate for the change in hole size.
I would suggest you hone the holes after heat treating. You dont know how much the holes are going to close up.
Holes can also open during heat treating. You dont know exactly what will happen in the furnace.
