Chen I am not a Tool Cutter Engineer, however I have been dealing with cutters.

the trick here is to take Measurement over wires of the cutter with a standard gear wire.
Measure at the highest point.

then measure the Major Dia of cutter.

Having the gear Data to be shaped.
run a calculation at Tight mesh center distance
to obtain the center distance of cutter & part.

now knowing the the major dia of gear, then subtract center distance - (major dia of cutter/2) = Radius of actual part root)

this calculate actual root that a specific cutter will cut with a specific part.But you must calc the tight mesh center distance and not std center distance ok!.
