Given that both the major and minor are non-standard,and assuming you mean not a spur gear, you may be looking at a flat root spline: that would be (n+1)/p for OD and (n-1)/p for RD.
Are your physical measurements 3.1666" and 3.000"? If so, size over .144 wires for 20 deg
pressure angle should be 3.28216". For 30 degrees,
3.28406".
