The design of crossed helical gears is not a topic which is well written about. What you are designing is a pair of spur gears which do not have a parallel axis. The only difference between the design of a helical gear and a spur gear is the expansion of the pitch diameter by the inverse of the cosine of the helix angle.
Any company which has the ability to produce spur gears, can manufacture crossed heical gears.
