DIN 5480 specifies (part1, page 4) the tolerances for the major and minor diameter. For the most popular fit, side (flank) fit, they are:
H11 minor dia internal (bore)
H14 major dia internal (root)
h11 major dia external
h14 minor dia external (root)
Note that the nominal dimensions for the root diameters are not critical and depend on the tools. DIN 5480 defines the dedendum (from the reference line at a diameter=m*z+2*x*m):
0.55*m for single cutter
0.60*m for hobbing
0.65*m for shaper cutter
If you really need a tolerance for the root diameter, you can expect a high cost because that requires special tools. A shaper cutter, for instance, will not make the same root diameter after sharpening, so you will have to modify it.
